I think he means the ability to search using Siri. Apple has stated that support for third party apps will come eventually but right now it's limited to a handful of apps.

I assume if some 3rd party apps already have it, the ability to do this is there.

The third party apps that have it have been added by Apple. Apple stated that eventually they will open up the API to allow any app to use it.
