It's harcoded to 720p as minimum.
No clue what could happen with SD resolutions, I cannot test that.
I have 480i DVD rips which output as 720p now.
I play them back with my old oppo bdp93 anyway as its upscaler is superior to anything else I have.

I've often wondered if MrMC could experiment with a high quality picture upscaler for SD content like Lanczos3-optimised ?
Platforms like the ATV 4K certainly have the ponies under the hood to handle it.

Plex-Addon is working well. I played around for a few minutes and watched some videos. Is tvOS top shelf part of the Add-on now or did I hack it? It seems like it was just there and working. Nice work!

It’s there. It must come in from core? As you’ve mentioned before. Also as before if I click on an item in the shelf it opens the app and superimposes the detail screen on top of the addon home. If I delete an item The tvOS top shelf also doesn’t seem to update, as expected I guess since I don’t revisit core.

It’s populated from core, addons can’t do top shelf

Had something weird happen. Was watching a movie for a while...
While watching shows I often see drifting audio sync even with the recent fixes in this testflight. So, after having to put audio sync to 120ms delay, I was seeing that the delay became too much later in the movie.
Anyway, as I went to change the audio sync I found that I could change it only 1 increment and it wouldn't adjust anymore. So several times I changed it 1 increment, click to enter, and repeat.
At one point MrMC decided to freeze up. Clicking to accept the sync adjustment didn't do anything. I pressed menu instead and went out to tvOS home not back to the audio settings menu. When I came back in to MrMC it wasn't crashed and the audio settings menu was still up but no video played.

Was anything found re this event?

nope, but I've seen this behavior before (wacky a/v sync adjustment)
