I'm seeing playback become choppy even while just watching but certainly after skips too.

I launched MrMc, start playing a video (via plex client), jump to some chapters, went back some chapters, and bam, playing is chopper, like a 1 sec pause every 2 seconds. The audio is still fine. I've auto frame rate enabled. I've to say btw that auto frame rate cause sometime some stuttering too, and little desync between audio and video for 4k/hevc files, while it's perfect with the native plex client. My shield is connected with ethernet, 1gb/sec, iperf show it's pulling around 700mb/sec without problem. And it happens with low bitrate too so I double it's a network issue.

I still see switching of frame rate a few seconds into the DVD rips even though the setting is on "start/stop" only. You should have been able to test this with the DVD rip I sent you.
I've looked at this sample. It starts at 29.97, then switches to 23.98.

Frame rate mode : Variable
Frame rate : 25.664 FPS
Original frame rate : 23.976 (24000/1001) FPS
So even it is confused. I'm not sure what can be done. Picking the start frame rate would wrong for the rest.

It is variable with some of the content (CGI) being 29.97fps but the live action being 23.976fps. Of course, then it's screwed up for broadcast and then maybe the only version they have is for broadcast so that's why even the DVD says original frame rate is 29.97. Trying to reconstruct it properly isn't trivial, I know. This particular sample I sent should see the AMC decoders start at 29.97 and then change to 60.606.
But, the main point I try to make is that the setting for adjusting resolution only on start and stop doesn't work so it either should work or be removed.

Plex client keeps locking up its as if it's frozen button pressed on remote do nothing at all have to pull power

start/stop works for me. video starts, it adjusts and will readjust if the stream changes, then back when stop

No, that's not my sample. Another user uploaded that.
"Always" adjust resolution means what you described. On start stop means it does not readjust once it starts playing...until I stop.

I have pushed you a file called "NCOP-1 (for ordered chapters)".
The issue is that

Problem still exists in the latest version. Dropping/ skipping frames.
